CONNECTIONS and Microsoft Dynamics CRM applications -Fair Hearing Administrative Review Management System (FHARM), Serious Incident Reporting Information System (SIRIS), Investigation Resolution Information System (IRIS), Data Request System (DRS), OCFS Request to Fill (RTF), Kinship Guardianship Assistance Program (KinGAP)

This individual will provide development support to the CONNECTIONS project and MS Dynamics CRM Applications.
The CONNECTIONS project is an ongoing effort to provide the development, maintenance, and support activities on the New York State's Automated Child Welfare Information System for OCFS, LDSS, and Voluntary Agencies. This system includes the following components:
-Child Protective Services (CPS) Intake
-Child Protective Services (CPS) Investigation
-Resource Directory & Foster Adoptive Home Development (FAD)
-Case Management / Family Services (FSS)
This system is a complex and highly integrated application which consists of several development and end user supported environments. These environments interface/interact with legacy applications and other 3rd party software.
MS Dynamics CRM Applications

FHARM is used by the SCR, OCFS Legal and the Bureau of Special Hearings to track activity related to requests from individuals who are subjects of indicated reports of child abuse or maltreatment for a review of their indicated reports. Pursuant to a legal settlement OCFS must process these requests and respond within strict time frames. SCR staff also use FHARM to process all Requests for Information from individuals requesting copies of information contained in the Statewide Central Register to which they are entitled under the Social Services Law. FHARM integrates data, letters and reports from 3 external systems- AIMS, CONNECTIONS and SHIS and includes an electronic SharePoint document repository and Brava Enterprise redaction software.
SIRIS was built to track and monitor reports and investigations of incidents within State Oversight Agencies (SOAs). When an incident occurs at an SOA, a report is made to the Vulnerable Persons Central Registry (VPCR). Details from the report are emailed to a shared mailbox and scraped by a WCF service to create an Incident in SIRIS which is assigned to OCFS staff as appropriate. SIRIS users include SCR, DJJOY, Detention, CWCS (encompasses all 6 Regional offices), Close to Home, Bureau of Adult Service and SIU.
IRIS is used by OCFS SIU, LR, EODD/GOER, and the Office of Human Resources (OHR) Personnel for tracking Investigations, Disciplinary Actions, Grievances, Improper Practices, Complaint Cases, and Reasonable Accommodation Requests.
DRS is the system for managing, reviewing and tracking all data requests received by the Office of Children and Family Services from both internal and external sources.
RTF is used collaboratively by the Office of Human Resources Personnel and Bureau of Budget Management to track and process classification, reclassifications and fill requests from each of the agency's Divisions. The system is also used to track recruitment information and metrics for each fill and classification/reclassification request submitted through the system. Reporting functionality provides required information to each liaison within OCFS's Divisions and keeps Division of Budget informed of pending waiver requests submitted for their review and approval. In addition, the system is used by BBM to track fill levels throughout the fill process. Incoming data integration includes bi-weekly feeds of Administrative Management Repository Application (AMRA) and NYSTEP data.
The KinGAP system is under development to support the Kinship Guardianship Assistance Program, or KinGAP. KinGAP is designed for a foster child to achieve a permanent placement with a relative who has been the child's foster parent for at least six months. The program provides financial support and, in most cases, medical coverage, beginning with the child's discharge from foster care to the Client.
A Local District or VA worker (as applicable) will launch a KinGAP File for a foster child from within CONNECTIONS. CONNECTIONS data required for the application process will be transferred to the KinGAP system and stored in a KinGAP File record. CONNECTIONS data can be refreshed on-demand as required. The application and eligibility documents will be processed and approved within the KinGAP File and all related forms and letters will be generated from and stored therein. If approved, the agreement and IV-E eligibility documents will also be processed and approved within the KinGAP File and related forms and letters will be generated from and stored therein. The business process flow for the application and agreement approval stages will include email notifications to assigned workers and due date calculations. Workers calculating subsidy rates will have access to up to date Benefit Issuance and Control System (BICS) and Maximum State Aid Rates (MSAR).

This individual will provide development support to the CONNECTIONS project and MS Dynamics CRM Applications.
The following activities are indicative of the assignments/outcomes expected of this individual:
-Perform coding, testing, debugging and maintenance activities for Microsoft Dynamics CRM and related development tools/technologies using VB.NET, C#, WCF, WPF, Java Script, and Team Foundation Server
-Write and assist in writing computer programs based on previously developed and approved program specifications using versioning control software and best practices. Prepare technical designs and perform construction activities.
-Technical research and implementation of upgrades, compatible technologies, new tools and components and linking them in with the existing platform.
-Develop and maintain SQL-based CRM Reports with SQL Server Reporting Services (SSRS).
-Work as part of the broader CONNECTIONS development team to perform technical activities related to writing and integrating application code using WCF, WPF and .NET and testing modules and components.
-Consult with various IT staff (database, server admins, testers, etc.) to help determine the most technically efficient approach to design, on-line processing, database structure, and data communication.
-Participate in requirement and design sessions, analyze logical designs, create technical designs and prototypes of applications.
-Perform team lead tasks when necessary.
-Facilitate the knowledge transfer between the Technical IT staff and the Program staff responsible for testing, training, and implementation
-Provide guidance on best practices and standards for the members of the development team.
-Performance testing and rewriting of production code/SQL statements & procedures performing badly.
