Description
The new programmer that would be split between (A) the VFCA's under Article 29-I with the Bureau of Waiver Management and (B) the Bureau of Permanency Services (BPS) would be used in the following capacity:

(A) The 2017-2018 NYS Executive Budget requires NYS to license Voluntary Foster Care Agencies (VFCA) by January 2019. Under Article 29I of the Public Health Law, all VFCAs are required to be licensed prior to contracting with Managed Care Organizations. To meet this requirement NYS must license the VFCAs by December 31st, 2018. To successfully process applications from 87 VFCAs, an electronic application is essential. An electronic application allows NYS to more easily review submissions across offices and to track information. Phase 1 of this project has been completed. The phase 2 work covered under this PERF involves a series of necessary functional upgrades allowing providers to update current information to the system and to generate reports for OCFS and the Department of Health.

(B) The Adoption application includes Photo Listings, Family Registrations, and Adoption Subsidies and has been running stable without a release for several years, only requiring occasional support and data fixes. Recently, BPS has requested a set of enhancements and fixes for the application. IIn addition, the Adoption application needs technical upgrades to stay current from a technology standpoint, in particular to its user interface layer. The Adoption application is not currently staffed to support such an effort.
Also, we would anticipate that the new resource would be involved in the BPS migration from the Interstate Compact for the Placement of Children (ICPC2) system to the National Electronic Interstate Compact Enterprise (NEICE) and to move NEICE behind the NYS firewall by the end of 2018.
Should OCFS approval for access to the national Interstate Compact on Adoption and Medical Assistance (ICAMA) database be approved, the new resource might be involved in supporting the BPS move into that database.

1. Work independently to complete change requests for the Voluntary Foster Care Agency Licensing System in ASP.NET
a. Create interface to DOHMH
b. Create ability to create addendums
c. Ad hoc reporting based on BWM needs
2. Work with Business Analyst on analysis and logical design.

4. Perform complex ASP.Net coding.

5. Assist with responding to data requests.

6. Perform writing of complex stored procedures/triggers in an Oracle database utilizing PL/SQL

7. Install and Configure MCMS -NEICE at CNSE
